McGowan LLC offers a wide range of services for Public Water Systems, Spillfunds, Private Wells, Licensed Operators and more.

Regulatory Administrative Support

We maintain an office staff of nine full time employees who, combined, work over 19,000 hours/year with state of the art technology to ensure that operators keep their systems in compliance.  The compliance managers attend seminars and training sessions in order to assist the operator in keeping system owners informed about new DEP rules and regulations. Our office staff responds to all Notices of Non-Compliance, corresponds with laboratories and treatment companies, updates all regulatory documents and reviews all monitoring schedules to ensure all clients remain in compliance. 

Licensed Operators

McGowan LLC employs approximately 40 professional licensed operators on a part-time basis.  Our licensed operators are all approved by the New Jersey Department of Environmental Protection and hold licenses equal to or superior to that required for the systems for whom they are the licensed operator in charge. They are actively involved in and responsible for the operation, maintenance and effectiveness of the system for our clients. 

The operators are responsible for conducting inspections of the system and appurtenances in accordance with the schedule specified by the NJDEP. These inspections ensure that the system is operated and maintained properly and complies with all the laws, rules, regulations, and orders, set forth by the regulatory authorities.

Spillfund Program

John McGowan has been connected with the New Jersey Spillfund Program for over 25 years. During that period, he has managed over 1,000 Spillfund sites including many of the State’s worst contamination sites. He has long term relationships with the adjusters at the Environmental Claims Administration (ECA) and an intimate knowledge of the rules and procedures for applying for Spillfund compensation. 

Some important points are:
  • The seller of a home or business who discovers that his well is contaminated through the results of the PWTA Act must submit the Spillfund Application before the home/business is transferred in order for the new owner to be eligible for Spillfund benefits.
  • It is the responsibility of the property seller, his real estate agent and his attorney to disclose to the buyer the fact that treatment equipment on site is installed under the auspices of the New Jersey Spillfund Program.
  • McGowan LLC is a DEP vendor and accepts third-party payee status so that the property owner is never out-of-pocket for the cost of treatment equipment, water quality monitoring or the servicing of equipment.
  • The New Jersey Spillfund is a unique program that provides full financial compensation to homeowners and business owners who have wells that are contaminated with volatile organic chemicals, mercury, PFNA's and Synthetic Organic Compounds. Private Well Testing

McGowan LLC has been involved with the Private Well Testing Act since its inception. John McGowan has given numerous seminars to real estate agents and attorneys regarding the application of the law and its impact. 

McGowan LLC uses its unique capabilities which include both well water compliance management experience and water treatment expertise combined with a knowledge of and influence with most of the certified water laboratories to provide a "Turn-Key" solution to the Private Well Testing Act that is both comprehensive and cost effective. 

Certified laboratories only collect the samples and analyze them. They do not have the experience to recommend appropriate action in the event that the water system exceeds State standards for a particular contaminant. For the price of the analysis alone, McGowan LLC arranges for your sample pickup and analysis, evaluates your results, provides expert advice regarding remediation and, if needed, will arrange for treatment installation with a price assurance guarantee. Once the problem is resolved, McGowan LLC will issue a Water Quality Certificate of Compliance to show your perspective buyers or take to your closing.

As a way of introducing our company, we offer complimentary professional advice to homeowners and owners of small public water systems who have water quality problems. We have two decades of experience in equipment design, applications and pricing. We have proven to be an independent source of information to many individuals who were unsure about what action to take after finding they had a water quality problem. 

John McGowan holds the highest water treatment certifications offered by the Water Quality Association (www.wqa.org).  John offers free telephone consultations to companies and individuals in New Jersey as a way of introducing our company.
